Happy with FDI in retail success, the Government plans to bring Anti CAG Bill in the Parliament

After overwhelming support from the Samajwadi Party and Bahujan Samaj Party, the UPA plans to continue its run and will probably introduce Anti CAG Bill in the current session.

"The government is seriously considering introducing Anti CAG Bill which would slap a notice of defamation without reason on the Comptroller and Auditor General of India, whatever reports he present," said a source which is closed to the development.

He said "The Bill will include a fine of Rs 5 lakh for each allegation that CAG makes on the Government representatives. The CAG will have to pay the fine at personal capacity. Further, the CAG will have to compulsorily audit main Opposition Party whether or not involved in any activity with targeted allegations of 1 per Parliamentary session."

The government which is really irritated for at least 1 allegation that came through CAG report, as it led to a departure of many innocent ministers such as A Raja, Suresh Kalmadi and almost many who were on the verge of the departure such as Prime Minister Manmohan Singh himself. The government will try to use the hot climate created after the win in passing FDI in retail.

"We are sure that somehow we will manage to get rid of CAG," said Salman Khurshid, India's External Affairs Minister.

He said "It is damn irritating to face the association everyday."

The source said that it would take hardly one day for Standing Committee to approve the Bill and Parliament would definitely welcome such Bill as everybody is aspiring to become the next Prime Minister.

"We are confident enough of SP and BSP's support," said the source.

Main Provisions in Anti CAG Bill

  • At least one report on main Opposition Party each session to conduct Parliamentary sessions smoothly
  • Small parties such as SP and BSP should get adequate care as CBI will look after them
  • No report should be made on Government's workings. Bureaucracy is a slow moving process, no need to tell about that to CAG.
  • Every small allegation on Government's working process would attract a fine of Rs 5 lakh while large allegations would have Rs 10 lakh. The fine amount would be used to reduce fiscal deficit.
